IP bans make me lulz
I find it funny that most people don’t realise that banning by IP doesn’t mean much these days. I can easily change my IP using a proxy or by resetting my modem. Even though my IP does have the name of my ISP you can’t feasibly ban everyone using the same ISP as me, you’d be banning a few thousand people from viewing your site or using your message board.
Want to keep the riff-raff away from you and from posting their opinions or disagreeing with you? Don’t post anything that someone else might disagree with or want to challenge, also don’t allow public comments, unmoderated comments and force people to fill out an application to join your message board. Gee, I wonder what the real world would be like if you had to fill out an application before ducking into the corner store for a bag of milk…

Well, technically you CAN get banned (not including proxy) if they just ban your IP range.
I used to go into an IRC serv/chan a lot last year, and the kid that runs it, is a complete and utter douchebag. Felt that me not liking him, was good enough reason to ban me and my ip range. I haven’t been back there, but I have tunneled into it once with my server :P IP bans usually help with bots, and other things that won’t grab new IP’s. I prefer just banning ip-ranges, specifically when I see they’re tracking to hack or do something asinine.
